Yes. Design does not rank a page on its own, but it decides 3 things Google measures: how fast the page loads, how it behaves on a phone and how much of the content Google can read. A site can look expensive and fail all 3.
Google publishes 3 Core Web Vitals and the score that counts as good for each:
Google also indexes the phone version of a page first. If the phone layout hides content or loads slowly, that is the version being ranked.
Design will not outrank a more relevant page. Google states that relevance comes first and that page experience decides between pages of similar quality. Links from other sites still carry weight that design cannot replace.
Sites built around film and 3D usually pay for the look with speed. They do not have to. Our builds are hand coded so a page can carry film and still score 95+ on Google PageSpeed, with every word in crawlable HTML.
